Carroll's guest worked at the Mailiili'i Stream site when the city illegally dumped loads of concrete into the stream to create a "maintenance" road. They were later fined and ordered to clean the stream. City workers were paid, by taxpayers, to work overtime, 3-4 hours a day plus 8 hours on weekends, to dump concrete from torn up city sidewalks. At the same time they cut, then stockpiled keawe wood
at the Waianae city yard for city parties, and to give to supervisors and their selected friends. Later it was trucked to the new facility at Campbell Industrial Park.
This is why the Hannemann administration refused to comment and dragged their feet on investigating illegal dumping in Mailiili'i for over a year.
He also discusses waste of materials used by city workers to fill potholes. Tons of hot asphalt is illegally dumped in the grass in Waianae when it becomes too hard to work with.
