Carroll sent these pictures to the Department of Health in May of 2011.  They were taken on land leased from the Department of Hawaiian Home Lands by  Kali Watson, then subleased to William Mahas.   The Department of Health did nothing because  Kali Watson did not answer his phone or call them back.   Why didn't this property get searched on a warrant like Kalaeloa Race Track?
