QUESTIONS ABOUT LEASED LAND

Dear Masagatani and Ms. Chinn

I am writing to respectfully requesting your assistance in obtaining answers to a number of questions relating to the contractual and lease arrangement between the Department of Hawaiian Home Lands the Hawaii Community Development Board/Mr. Kali Watson relating to the Kauhalepono Downpayment Assistance Program.  Lease Agreement 603 and the extension of lease 603 would greatly appreciate a response by the end of this week as I am preparing to discuss this matter on my radio show "The Carroll Cox Show" airing on Sundays on KWAI 1080 AM.   

More specifically seek your assistance on the following questions:

When did the original contract for the Kauhalepono Downpayment Assistance Program agreed upon?

Was the original contract related to the Lease Agreement 603?

What was the total acreage contained in the original Lease Agreement 603?  What was the monthly charge for the lease?

When did the original contract for the Kauhalepono Downpayment Assistance Program expire? If it expired, was it renewed?  If yes, why?

Some records we have recovered suggest that the Kauhalepono Downpayment Assistance Program expired in 2009 and the Lease Agreement 603 is still active.  If true, will your agency recover the monies discounted or waived for the Hawaiian Community Development Board?

If the Kauhalepono Downpayment Assistance Program expired, will the Department of Hawaiian Homelands cancel the discounted monthly payment for land leased under Lease Agreement 603?

Will the Department of Hawaiian Home Lands recover the discounted monies given to the Hawaiian Community Development Board?  If yes, what will the amount recovered be?


Was Lease Agreement 603 connected in anyway to the Kauhalepono Downpayment Assistance Program?   If yes, please advise.

Was the Hawaii Community Development Board given a discounted price on the lease of the land covered under Lease Agreement 603?  If yes, what is the amount?  Was there a reduced monthly charge for the lease ?  If yes, what is the discounted amount? Why was the discount granted?  

Was Lease Agreement 603 extended?  If yes, when and why was it extended?   When does the extension expire?  


What is the termination date for Lease Agreement 603?
Some information we have received suggest that the contract expires in 2014.  What is the specific date Lease Agreement 603 expires?

If the Kauhalepono Downpayment Assistance Program expired.  Was Lease Agreement 603 submitted to the Hawaiian Homelands Commission for revocation or modification of monthly lease fees charged to the Hawaiian Community Development Board for land lease under Lease Agreement 603?  If yes, when was it submitted and what was the specific adjustments?
