WAITING FOR RAIL

Rails sitting by Honolulu Harbor at Barbers Point, will be waiting a long time before installation.   Yes, steel rails rust, but how much before they are finally used?   Is this starting to look like our stadium?  The tarps, that are ripped and blowing away, do not protect them from the elements.    So, are they a coverup to protect the rails from public view?  Was this a premature delivery or just part of the attitude, from way back, that rail is a done deal so just do it?
