Hi Carroll,
Here are the answers and the questions were answered by several people in the Ocean Safety division, so I hope it helps.
Thanks,
Shayne
Is it in the old vacated NOAA NMFS Field Laboratory space?
yes; 800 sq. ft. of it not the entire location
Who re-modeled this space?
there was no re-model; lifeguards cleaned/organized it up
Who funded the re-model? How much did the re-model cost?
Ocean Safety paid roughly $2,000 to clean up the room and make it functional
Were licensed carpenters used to remodel the facility?
please see above
Were city carpenters used to remodel the space?
please see above
Is this remodeled facility considered a city facility? Is the facility a leased?
No
What is housed in this facility?
Equipment to run rescue operations
Please describe the "Special Fund" and its source?
We dont use a special fund but instead it is a gift account with monies
gifted to Ocean Safety from people who wanted to say thank you to us for
saving their lives
How much money was spent from the "Special Fund" to remodel the space, gang plank, and jet ski hoist?
$2,000 for the space, I don't have a dollar amount for the gang plank
but that was paid for by Ocean Safety and there is no hoist
To date how much money is in the "Special Fund"?
About $75,000
How much money does the city pay for the new rescue boat slip?
$960/mo
When was the first payment made and who or what entity was the payment made to?
Last year to HCDA and Almar for office space and slip
Is the slip in use yet?
yes for our rescue water crafts (jet-skis)
Is there a budget for the boat? If yes, what is the amount and the funding source?
The gift account will cover most of the costs for fuel and maintenance
and personnel costs will be covered by the city, in total roughly
$160,000
What is the area of response for the boat?
Maunalua Bay to Barbers Point
Why was a boat acquired and not jet skis?
The boat is capable of carrying more patients, you can perform CPR and
other life-saving medical actions on a boat, tow other vessels
Is the boat still the property of the HCDA and leased to the city? If
yes, why did you claim in 2014, the boat was "donated" to the city?
yes, initially it was donated but that changed in the acquisition process
Are there positions funded to operate the boat? If yes, how much and what is the funding source?
The city will be using Ocean Safety personnel to operate the boat
How many guards will it take to operate the boat?
three
What certifications and training will it take to operate the boat?
The operators will go through training with different agencies and be
required to obtain boating safety certification. We do have lifeguards
who have already gone through the necessary training.
What are the hours of operation for the boat?
normal Ocean Safety hours at this time, 9:00am-5:30pm
Did Ocean Safety purchase scuba gear to be used on the boat in rescue or victim recovery?
yes
During the history of the Ocean Safety program how many rescues were made with the aid of scuba?
Currently Ocean Safety has to wait for another agency to respond to do scuba rescues
Is scuba gear part of the job description for the city lifeguards ?
not currently but it will need to be
Do the city lifeguards have a scuba operation?
answer above
Will scuba be part of the boat rescue program?
yes
Thank you,
Carroll Cox
